Professional Experience

Attorney Liu used to be a judge of the criminal trial court of a certain municipality , handling nearly a thousand criminal cases. After resigning from public office, he worked at the headquarters of a certain bank, with practical experience in investigating, accusing, and risk prevention of financial crimes and internal corporate crimes. He is currently a partner of Highking Law Firm in Beijing, a member of the China Law Society, the Criminal Business Research Association of Chaoyang District Attorneys Association in Beijing, the Beijing Enterprise Legal Risk Prevention and Control Research Association, and a drafter of the group standard "Evaluation of the Effectiveness of Compliance Management System for Small and Medium-sized Enterprises". He has securities qualification certificate and senior corporate compliance.

Attorney Liu has been invited to participate in the recording of the "Safe Beijing" column hosted by the Beijing Public Security Bureau many times. His articles have won awards at the annual meeting of the Beijing Criminal Law Society and the Beijing Court System Academic Symposium, and have been published in authoritative journals such as "Beijing Trial" and "Annual Cases of Chinese Courts". He is the author of the "White Paper on Criminal Issues of Small and Medium-sized Bank Practitioners (2018-2022) " and has written professional books such as "Guidelines for Defending Crimes in the Financial Field and Risk Prevention" and "Guidelines for Anti-Telecom Network Fraud Law Investigation".

Practice Areas

Since practicing law, attorney Liu has focused on defending and prosecuting major and complex cases such as financial crimes, official crimes, and cross-disciplinary crimes, as well as corporate criminal compliance. He has always adhered to the work attitude of "try one's best to do what was entrusted to him by others " and provided professional and effective legal services to many executives of Listed Companies, Private Entrepreneurs, Financial Institution practitioners, and National Government Officials. He has had many successful cases of non-prosecution, non-arrest, and withdrawal of prosecution.

Lawyer Liu worked in the criminal court of a municipality directly under the central government, and has worked in the front line of criminal trials for a long time, handling nearly 1,000 criminal cases of all kinds. With rich experience in criminal trials, Lawyer Liu won the honorary title of "Excellent Civil Servants" and "
Advanced Individual". Lawyer Liu also worked in a bank headquarters and has practical experience in anti-corruption, anti-fraud and investigation, prosecution and risk prevention of loan-related offences. He is now a member of the China Law Society and a member of the Beijing Enterprise Legal Risk Prevention and Control Research Association.
Lawyer Liu has been invited to participate in the recording of the "PingAn Beijing" programme organized by the Beijing Municipal Public Security Bureau. In addition, he attaches great importance to the study of theoretical knowledge, and his articles have won awards at the annual meeting of the Beijing Criminal Law Society and the academic symposium of the Beijing court  system, and have been published in authoritative  publications such as Beijing Trial, China Court Annual Cases and Law and Life.

Since his practice,Lawyer Liu has focused on economic crimes, office crimes, computer network crimes, intellectual property crimes, criminal charges and other criminal law practice, and he has always adhered to the work attitude of "being entrusted by others, loyal to others" to provide professional and effective services to clients. Since his practice, he has had many successful cases of non-prosecution, non- approval of arrest and withdrawal of prosecution by the prosecutor's office.
