Profile
Dr. Wu Mengting is currently a Senior Consultant at Highking Law Firm and serves as a Specially Appointed Associate Researcher at the School of Public Affairs and the School of Cyberspace Security at the University of Science and Technology of China. She is also a Visiting Researcher at the National Industrial Information Security Development Research Center. Her primary research areas include cyberspace governance, digital economy, and data security.
Professional Experience
Dr. Wu earned her bachelor’s degree in German Studies from Shanghai International Studies University, followed by a master’s degree in Business Administration (BWL) from the University of Bayreuth, Germany. In 2008, she joined the People’s Liberation Army of China, where she was promoted to Senior Technical Colonel in 2018.
In 2011, she obtained her Ph.D. from the PLA Foreign Languages Institute (now the PLA Information Engineering University), specializing in philosophy of language. In 2019, she served as a postdoctoral researcher at the Postdoctoral Research Station of the PLA Information Engineering University. In 2020, she joined Tsinghua University’s School of Economics and Management, Institute for Internet Development and Governance as a postdoctoral researcher. In 2024, she was appointed as a Visiting Researcher at the National Industrial Information Security Development Research Center.
On July 13, 2021, she founded the cybersecurity governance-focused media platform “Xiaobei Talks Security”, which is distributed on Douyin, WeChat Video, Bilibili, Toutiao, Weibo, Zhihu, and other platforms. This platform has a broad user base, including universities, enterprises, and government agencies.
On December 15, 2024, she launched the “Trusted Data Circulation Research Center,” a specialized media platform focusing on the governance of data as an economic element. It targets government agencies, enterprises, and academia to promote trusted data circulation and efficient utilization.
Dr. Wu has led or participated in multiple national key research projects, major National Social Science Fund projects, and strategic consulting projects of the Chinese Academy of Engineering. She has also contributed to several ministerial task forces and participated in major strategic assessments and policy consultations.
Her research has been published in authoritative journals, including China Cyberspace. In March 2024, she submitted a special policy report that received directives from President Xi Jinping. In April 2024, another policy report she co-authored was adopted by relevant higher authorities. In May 2024, she authored a policy advisory report, which received instructions from a Standing Committee member of the Anhui Provincial Party Committee.
